Mapping Progress: Insights from Toronto and Region Conservation Authority’s Annual Regulation Mapping Updates

Conservation Authority (CA) Regulated Area mapping is a key tool to inform the development of safe, resilient communities. Up-to-date mapping provides a helpful starting point for landowners and stakeholders before development activities begin, ensuring decisions are grounded in the best available information.
Keeping mapping current is not without challenges. The process can be complex, involving multiple data sources, limited resources, and diverse interests. Further to a new requirement in Ontario Regulation 41/24, all CAs have made their Regulated Area mapping publicly accessible online. In addition, the regulation introduces a new requirement for CAs to review their mapping at least once per year and to notify the public of any significant updates.
The Toronto and Region Conservation Authority (TRCA) has been conducting annual Regulated Area mapping updates since 2019. Led by TRCA’s planning staff, the initial update process included a municipal webinar, public open houses, and the launch of interactive online tools for public and municipal feedback.
TRCA staff will share practical insights into their process since 2019, including the successes and challenges encountered during subsequent annual reviews. They will also discuss how TRCA has incorporated the new provincial requirements into its 2024 and 2025 updates.
