Permanent Access

Background

The Wataynikaneyap Transmission Line Project (the Project) involves the planning, construction, operation, and maintenance of approximately 1,800 kilometres of transmission lines in northwestern Ontario to connect 17 First Nations to the provincial transmission grid.

The Engineering, Procurement, and Construction (EPC) contract to build the line was awarded to Valard Construction in 2019.

Through the EPC contract, Valard is responsible for Project restoration, which starts once line stringing is complete (this started in 2021 for some areas of the Project).

Environmental Assessments were approved in 2019 and included the identification of potential effects of the Project on the environment (natural and socioeconomic), and mitigation measures to reduce or eliminate the negative effects.

Wataynikaneyap committed to restoring the land to its pre-Project condition in temporary access areas (areas not required for the permanent access for maintenance of the lines).

Engagement Expectations

Wataynikaneyap is providing this information to communities and land users to build an understanding of how the Project will be accessed for operation and maintenance in their areas over the long-term.

Wataynikaneyap will be engaging each First Nation on the Permanent Access Plan in conjunction with upcoming community visits, with the aim of completion by the end of 2023. Opiikapawiin Services will be reaching out to each community to arrange the community engagement session.

Wataynikaneyap Power Proposed Permanent Access Plan

As the transmission line is operational (2022 in some areas), Wataynikaneyap will:

  • Periodically inspect the lines and structures and maintain Project components
  • Control vegetation so that it is not creating a hazard for the operation of the line
  • Respond to damage, outages, and/or emergencies

Examples of Project areas that will be needed to access the line are:

  • Some access trails and existing roads
  • Some helicopter pads
  • Portions of some laydown areas

Permanent water crossing structures are not being considered. Access to certain remote areas of the transmission line may occur in the winter, when water bodies are frozen.
